The testing facility is mandated to test a a prescribed distance and with a prescribed force and speed. This keeps the test uniform for all inserts tested. The purpose of the impact glass is to prevent penetration, not the myth that it will not break. But impact glass is much stronger than standard tempered glass.
It is important that the 2×4 does not penetrate the glass and that the frame stays intact holding the glass in place. The entire door is not compromised from the impact.
